The municipal administration of Central Germany faced a far-reaching and administratively highly complex hurdle in the run-up to the planned general renovation of the historic town hall building. The centuries-old, listed structure was to be comprehensively modernized and made accessible, while at the same time the delicate historic fabric had to remain completely untouched. The primary problem was an extremely poor data situation: the existing analog construction plans partly came from different eras, were incomplete, inaccurate, and did not reflect the actual structural conditions after numerous historical renovations in the slightest. For the contracting authorities, heritage conservationists, and architects, this lack of reliable data was a massive risk. Without a complete, millimeter-accurate documentation of the current state, unforeseeable planning errors, enormous delays, and immense incalculable additional costs threatened during the awarding of contracts and throughout the construction phase. The expectations of all project participants – up to the political decision-makers – demanded an absolutely flawless, transparent, and digitally future-proof planning basis in order to legally secure and economically efficiently launch the historically valuable large-scale project.
Our Solution
FotoEstate designed a comprehensive, technologically advanced solution using precise 3D laser scanning and terrestrial LiDAR surveying to fully capture the historic town hall building digitally. Our specialized surveying team combined highly precise 3D laser scanners with high-resolution HDR camera systems to seamlessly document both the geometric dimensions and the complex surface textures of the historic façades, Gothic vaults, and Baroque council halls. During the scanning process, hundreds of individual points inside and outside were linked together to generate a consistent, three-dimensional point cloud of the entire building complex. These raw data were then processed, cleaned, and transferred into a highly detailed digital Building Information Modeling (BIM) system in our powerful systems. Through this digital transformation, all deformations of the structure, irregular wall thicknesses, and the finest architectural details were recorded with centimeter and millimeter precision and made directly usable for the architects' planning software.

The historic town hall building of the city administration of Central Germany is an architectural jewel of immeasurable cultural value. Nevertheless, the start of the necessary general renovation and the associated tenders proved to be extremely difficult. The conventional, two-dimensional existing documentation was completely unusable for the requirements of modern engineering offices (a stark contrast to the highly precise preparations that are now standard even for complex tourist properties through professionally produced 2D and 3D floor plans for holiday homes). Over the centuries, walls had settled, ceilings had slightly warped, and rooms had changed, none of which was documented in any paper plan. Standard measurement methods using handheld lasers or measuring tapes immediately reached their physical limits with the complex, angled roof structures and decorated façade elements. In order to successfully position the property for the future and attract the best specialist planners on the market, an uncompromising and contemporary visual and geometric preparation of the entire building was absolutely necessary.
The hurdle: Overcoming uncertainty in potential customers
The biggest hurdle in the entire planning process was the massive uncertainty of the architects, monument preservers, and construction companies regarding hidden risks in the building fabric. With historical monuments, inaccurate planning data regularly leads to costly surprises during the construction phase, which causes many specialized firms to hesitate before submitting a bid. This cognitive barrier blocked the progress of the project and led to long delays in the official approvals. The concept: Visual excellence and attention to detail
The team at FotoEstate developed a comprehensive documentation concept under the guiding principle 'Precision protects tradition.' The primary goal was to create an indisputable digital representation of the historic town hall that serves as a reliable single source of truth for all trades. Our concept envisioned a strategic division of the building into logical scanning zones – from the deep foundations and historic cellar entrances, through the representative civic halls, to the complex truss structure of the historic roof. We planned the seamless integration of highly precise geometric LiDAR data with photorealistic HDR textures, to digitally preserve not only measurements but also the exact material condition of the surfaces for restoration assessments with uncompromising detail accuracy.
The Implementation: Technology Meets Craftsmanship
The technical implementation on site was carried out by our certified survey engineers and 3D specialists with the highest craftsmanship. Using state-of-the-art, calibrated laser scanners, the entire town hall building was successively captured. Each scan point emitted millions of laser beams per second to generate a highly dense 3D point cloud. By simultaneously using HDR cameras, exact color values were assigned to the spatial coordinates. In the elaborate post-production, our experts linked the terabyte-sized datasets via highly precise control points into an error-free overall model. Deformations in the masonry and historical wooden structures were precisely worked out and exported into common CAD and BIM formats so that the data could be seamlessly integrated into the architects' systems.
