Management of this real estate portfolio (public facility management) often fails due to a simple obstacle: there is a lack of up-to-date, reliable construction and inventory plans (as-built documentation). This results in drastic cost increases and planning delays when energy-related renovations, fire protection upgrades, or accessibility planning become absolutely necessary. FotoEstate brings municipal buildings into the digital age (BIM - Building Information Modeling) using high-precision 3D laser scanning (LiDAR). We create intelligent digital twins for the public sector, which act as a single source of truth for renovation planning, technical building equipment management, and modern, transparent citizen communication (e-government).
1. Scan-to-BIM: The foundation for public tenders (VgV)
In public construction and renovation projects, the Public Procurement Ordinance (VgV) increasingly requires the use of BIM methods (Building Information Modeling). If dilapidated school buildings or administrative buildings are renovated without an exact data basis, supplementary claims from construction companies (supplement management) are inevitable. Our surveying teams record existing buildings with millimeter precision using 3D scanners. The resulting 3D point cloud is converted into intelligent, IFC-compliant 3D CAD models in the scan-to-BIM process. From now on, MEP planners and architects will work with 100% reliable geometry. This means that quantity determinations (for awarding craft services) can be calculated precisely, and the risk of public construction scandals due to cost overruns is significantly reduced.
2. Energy-related renovation and fire protection upgrades
Municipalities are under immense pressure to renovate their properties in a climate-neutral way (energy renovation according to GEG). In order to plan facade insulation or new heating systems (heat pumps) in existing, often listed, administrative buildings, precise measurements are required. The 3D scan captures the building shell and roof structures with millimeter precision. Fire protection in schools and kindergartens is just as crucial. In the digital twin, fire protection experts can evaluate escape and rescue route plans, document the position of fire barriers, and virtually map fire extinguishing systems.
3. Accessibility and e-government (virtual town hall)
The Accessibility Strengthening Act (BFSG) and inclusion guidelines require barrier-free access to authorities. This affects not only physical access (ramps) but also digital orientation. With our interactive 360-degree tours (e.g., implemented via Matterport), we turn the physical office into a 'virtual town hall.' Before their appointment, citizens can use their home PC or smartphone to orient themselves, check where the barrier-free elevator to the residents' registration office is, and download forms directly in 3D space via multimedia hotspots. This transparency reduces anxiety about barriers and shortens the time spent at the information desk.
4. Monument protection and historical building structure
Public properties such as museums, theaters, or historic town halls are often under strict monument protection. Every intervention in the building structure must be meticulously documented. Terrestrial LiDAR technology allows us to record delicate stucco ceilings, historic facades, or half-timbered structures without contact. This detailed 3D measurement serves restorers and the Office for Monument Protection as an ideal working basis for renovation or as a digital backup (archiving) in case of natural disasters or fires.
5. Integration into the municipal CAFM (Computer-Aided Facility Management)
The digital twin only becomes truly powerful when it is connected to factual data. We link the 3D models to your municipal CAFM system via API interfaces. If a heating boiler in a primary school reports a defect, the municipality’s building technician clicks on the fault ticket and is navigated directly to the system in the 3D model. Relevant documents such as asbestos registers, drinking water test reports (Legionella test), or maintenance contracts for elevators are linked directly to the component in the digital twin. This creates complete auditability in relation to the legislature.
